Best practices of the regions need to be scaled up: Rector of the State University of Management at the meeting of the Commission of the State Council of the Russian Federation

The rector of the State University of Management Vladimir Stroev took part inat the joint meeting of the Commission of the State Council of the Russian Federation on the direction “Personnel” and Strategic Initiatives Agency (SIA).

The main topic of the meeting was the issue of collecting and implementing best regional management practices, includingearly career guidance for youth, and the use of the digital platform “Smarteka” for this.

The meeting was opened by the chairman of the commission, the governor of Kaluga Oblast, GUU graduate Vladislav Shapsha, who conveyed the words of Vladimir Putin.

“The president noted that to resolve the personnel issue, everyone needs to get involved in the work, each in their own place. Otherwise, there will be no overall result, considering the scale of the task. He also noted that we have practices that need to be scaled up. For this, it is necessary to interact with the management teams at the level of the constituent entities of the Russian Federation.”

The first deputy general director of ASI Igor Karachin recalled that for systemic exchange of the best management experience, the Agency created the “Smarteca” platform seven years ago, and in 2025 the regulations, work format, and business processes of the platform were updated. He emphasized that the success of one region can become a growth point for others.

During the meeting, participants discussed successful personnel practices in various regions and the possibilities of replicating them in other entities, including through placement on the “Smarteka” platform, as well as initiatives to enhance the prestige of several professions.

The Samara region presented the program “Career.Home.Family,” aimed at attracting and retaining specialists with families, Mordovia shared its experience of employing former prisoners, and the Krasnoyarsk Territory spoke about the project of the Institute of Gastronomy of the Siberian Federal University.

At the end of the meeting, Vladislav Shapsha announced that a separate meeting of the commission will take place within the framework of the St. Petersburg International Economic Forum (SPIEF), which will be held from June 3 to 6.
