Digital transformation of the construction industry continues in Russia. To develop and implement advanced solutions, a Center for Data Engineering and Artificial Intelligence (CDE) is being established. This was reported by Deputy Prime Minister Marat Khusnullin.

At a recent meeting, the President instructed the Government and heads of regions to develop a national plan for the implementation of artificial intelligence taking into account the tasks of industries and entities. We have started systematic work in this direction: we see in AI technology the potential to increase the efficiency of industry operations and labor productivity. The creation of a Center for Data Engineering and Artificial Intelligence Technologies will help form a unified digital environment in construction. It will become an industry integrator of AI solutions, consolidating competencies, experts, and best practices.This will help to bring work with project documentation to a new level, reduce the load on experts and developers through automation, shorten deadlines, and increase the transparency of expertise. The work will be conducted based on the “Glavgosexpertiza of Russia.” The agency has already implemented digital products and platforms that have allowed a complete transition to paperless work, created a data array for construction objects, and automated work with it.”This also made it possible to provide services electronically and to create a unified digital space for all state expert organizations,” Marat Khusnullin noted.

This work made a bet on a narrowly specialized language model trained exclusively on construction industry and examination data.

“Creating a Center for Data Engineering and Artificial Intelligence Technologies is not merely another step, but a paradigm shift in managing the construction industry. It is fundamentally important for us that AI functions not just as a point tool, but as a systemic integrator of all processes — from expertise to the construction site. The Center will become a key driver in implementing the federal project “New Rhythm of Construction” as part of the national project “Infrastructure for Life.” The Ministry of Construction of Russia’s commission on the implementation of AI and digitalization services has defined priority development directions in this area.”Coordination of the work on creating a unified data repository and methodological support of the process has been entrusted to CDI. We are laying the foundation for a cardinal reduction of the investment and construction cycle and a decrease in administrative burden, which means faster and higher-quality creation of infrastructure needed by people today and will serve future generations,” said the Minister of Construction and Housing and Communal Services of the Russian Federation, Irek Faizullin.

Developed methodologies and digital products will be replicated to regional structures, subordinate organizations, federal pricing centers, and research institutes.

“The creation of the CDI will take place in two stages. Initially, the methods and tools will be developed on the ‘Glavgosexpertiza’ process. Then the ready-made solutions will be proposed for implementation to other bodies and organizations of the construction sector, which will ensure a unified level of digital maturity among all participants,” noted Igor Manylov, head of ‘Glavgosexpertiza Russia.’
