In recent years, with the expansion of the visa-free entry policy to China, more and more foreign citizens are coming to the country for tourism, study, work, and residence. In 2025, the number of inbound tourist trips to China exceeded 150 million, which is 17% more compared to the same period last year. The spending of foreign tourists exceeded 130 billion US dollars, increasing by almost 40%. Recently, the Cybersecurity Directorate of the CSTO, together with 11 specialized agencies, published the “Recommendations for Improving the Convenience of Digital Services for Foreign Citizens Entering the Country” (hereinafter referred to as the “Recommendations”), which propose 14 measures across five aspects: basic services, payment services, tourist services, public services, as well as ensuring the security of networks and data.The main goal is to eliminate “bottlenecks” in the digital services sector for foreigners, to create an integrated, inclusive, and complementary digital service system, as well as to form a more internationalized and convenient digital service environment.

As an example, digital basic services can be cited. Taking into account digital scenarios related to the needs of foreigners in the fields of catering, accommodation, transportation, shopping, and entertainment, models of digital services are optimized, integrated digital platforms are created that unite news, language translation, political recommendations, household services, consumer guides, and other materials, as well as provide access to frequently used mobile applications and websites.

Regarding tourism and transport, museums and attractions are optimizing online booking services by documents, frequently used by foreigners; urban rail transit systems are exploring the possibility of purchasing tickets using international bank cards; online travel platforms and hotels are enhancing services for independent online accommodation booking, simplifying information collection. These, seemingly insignificant changes, will significantly increase comfort and satisfaction levels of foreign tourists during their trips in China.

In addition, the use of a larger number of foreign e-wallets on the territory of China is supported, pilot projects on the openness of credit supervision data continue to advance, the scope of application of preferential policies is expanding, including exemption from pledge registration. Work is underway to improve the level of digital services in supermarkets, restaurants, and on food delivery platforms, typical demonstration scenarios of “artificial intelligence + consumption” are being created, and online tax refund processing is being simplified.This means that in the future, the consumer market in China will become more inclusive and will take into account various payment habits. For foreign tourists accustomed to paying by cards or using their electronic wallets, payments will become even more convenient.
