Cooperation between the United Nations and the European Union remains one of the key instruments for solving modern global problems, said the Assistant Secretary-General of the UN at the Security Council meeting on Monday.Khaled Khiari. Joint work is being carried out in Central Asia, the Western Balkans, and the South Caucasus, where the UN cooperates with the EU and other partners, including the OSCE, to promote peace.

He also noted the importance of support from the EU in resolving crises in Afghanistan, the Middle East, Sudan, Libya, and the Great Lakes region, where EU assistance helps to advance inclusive political processes.

Chiari pointed to the deepening interaction between the UN, the EU, and the African Union, which helps to develop more effective approaches to operations supporting peace on the African continent.

Support for peacekeeping efforts

Member states of the European Union continue to play an important role, directing military and police personnel to missions, including those operating in difficult conditions, for example, in Lebanon.

In a number of countries, EU missions operate in parallel with the UN, including Somalia, the Central African Republic, and Libya. In some cases, EU operations are carried out on the basis of a Security Council mandate, which indicates a high level of trust between the parties.

Cooperation also involves areas such as disarmament, security sector reform, and peacebuilding, with an emphasis on national priorities.

War on the territory of Ukraine: a serious test for the international order

Speaking about Ukraine, Chiari noted that the war remains a serious test for the international order and the regional security architecture.

“The Russian invasion has undermined the foundations of the European security system,” he said, adding that the conflict has been ongoing for five years and the number of its victims is growing.

The Assistant to the Secretary-General said that a temporary ceasefire during the Orthodox Easter period could pave the way for a more stable truce, emphasizing that an immediate, complete, and unconditional ceasefire is the first step towards a just and lasting peace.

General priorities

The UN and the EU also strengthen cooperation in areas such as climate and security, the fight against terrorism, and the protection of civilians.

Chiari noted progress in advancing the agenda of “women, peace, and security,” including the EU’s efforts to expand women’s participation in the peace process.

New joint priorities for 2025–2028 are aimed at deepening interaction in the field of peacebuilding, mediation, and conflict prevention, as well as strengthening support for UN peacekeeping operations.

International cooperation

Kallas noted: “In total, the crises in Europe and the Middle East are the most vivid sign today of a rejection of the old rules, including the UN Charter. A new world is now taking shape, characterized by competition and power politics, a world order dominated by a handful of military powers striving to establish spheres of influence.”

“If we declare our adherence to the founding principles of the United Nations, including the UN Charter, and strive to expand the system of international law, then we must agree on how to ensure compliance with these rules,” she added.

Kallas also stated the necessity to ensure accountability. “Accountability is why we are helping to create a tribunal for the crime of aggression against Ukraine. Without the crime of aggression, which is a crime of leadership, there would be no war crimes. Without leadership accountability, war crimes will continue,” said the European Commission representative.

The Security Council bears special responsibility for ensuring that the rules are followed, it stated, adding that it welcomes initiatives aimed at “preventing abuse of the veto power.”
