Prime Minister Mikhail Mishustin signed a resolution on the inclusion of new methods for combating oncological diseases in the state program of guarantees for free medical care to citizens in 2026–2028.
The speech concerns the provision of high-tech medical care using personalized treatment methods. Specifically, the provision of drug immunotherapy with the use of personalized mRNA vaccines developed based on the molecular-genetic characteristics of the tumor or patient, drug immunotherapy of metastatic colorectal cancer with a personalized peptide vaccine “Oncopept”, T-cell immunotherapy using genetically modified autologous T-lymphocytes with a chimeric antigen receptor CAR-T.
Now, within the framework of the OMS program, patients will be able to receive such treatment for free at federal medical institutions.
The decision adopted by Mikhail Mishustin was announced in St. Petersburgvisit of the National Medical Research Center of Hematology on March 17. This issue was also discussed at a meeting with the vice premiers on April 6.
“The inclusion of new types of care in the system of compulsory medical insurance will make it possible to increase the effectiveness of assistance to people with severe diseases,” noted the head of the Government.
New regulations have introduced other changes to the OMS program. In particular, for pregnant women, the possibility of transport accompaniment to and from medical organizations is provided. The decision applies to those living in remote settlements and rural areas where there is no regular transport connection with the nearest specialized medical institution.
In addition, the program provides the possibility of extending the maximum duration of a patient’s appointment with a doctor and for conducting diagnostic instrumental and laboratory studies. This refers to registration through a unified or regional public services portal. The maximum terms will be established separately for each region within the territorial compulsory medical insurance program. This decision was made following the President’s instruction.
“The government will continue to improve the order of providing medical services to citizens throughout the country and do everything necessary to achieve the national goal of strengthening people’s health, as approved by the President,” emphasized Mikhail Mishustin at a meeting with the vice-premiers on April 6.
