Beijing, April 3 /Xin Hua/ — The Ministry of Education of the PRC has issued a circular outlining plans to conduct a special campaign in 2026 to ensure a fair, clearly regulated, and transparent admission process for students entering primary and secondary schools.
The document emphasizes the importance of providing equal access to education for children from key population groups and contains a call for the full implementation of measures aimed at ensuring the enrollment in school of children migrating with their parents based on temporary registration.
In a region with a large influx of population, local authorities are recommended to increase the number of places in public schools and increase the share of children of working migrants.
In addition, specific measures should be taken, considering local conditions, to facilitate the admission of children from families with more than one child to school, which will allow younger brothers and sisters to attend the same schools as their older brothers or sisters, as stated in the circular.
According to data from the Ministry of Education of the PRC, the special campaign will also be aimed at improving the prospective planning of educational resources.
A database will be created for forecasting the school-age population; at the district level, regular assessments of school premises, the distribution of teachers and equipment will be conducted in order to better evaluate the situation with places in schools and to issue early warnings if necessary.
In addition, efforts will be made to adapt to demographic changes and to the proper resolution of issues concerning the restructuring of the network of educational institutions and the optimization of the allocation of educational resources, the document says.
