Deputy Prime Minister – Head of the Government Office Dmitry Grigorenko made a working trip to the Samara region. During the visit, the Vice Premier held a meeting on the issues of digital development of the region, and also visited a number of key enterprises, including the technopark “Zhigulevskaya Dolina”.

As of today, a sustainable IT-business support system has been formed in the Samara region. It includes both infrastructural and financial mechanisms. In particular, for IT specialists, there is a regional support measure — a 50% compensation of the paid interest on mortgage loans for employees of accredited IT companies. More than 1.4 thousand IT organizations operate in the region, and over 8 thousand people are employed in the digital sector.

Support for regional IT companies is also provided by the technopark “Zhigulevskaya Dolina.” It is one of the largest technoparks in the field of high technologies in Russia and provides conditions for the development of innovative startups, including acceleration programs, digital laboratories.

Today, the residents of the “Zhigulevskaya Valley” are more than 320 startups and technology companies. They have created over 2.2 thousand new jobs. According to the results of 2025, the revenue of the technopark residents exceeded 42.2 billion rubles – this is 24 billion rubles more than the previous year (18.2 billion in 2024). Being a regional representative of federal support institutions, since 2019 the technopark has attracted 2.6 billion rubles in grant financing to the region. There is also a data processing center located on the territory of the technopark.

“Samara Oblast is one of the regions where the IT sector is actively developing. The total revenue of local IT companies grows annually by an average of 12%. Primarily, such growth is facilitated by an integrated development system built within the region. It includes not only regional support measures for existing organizations but also a robust base for training digital personnel at higher education institutions in Samara Oblast, as well as economically advantageous conditions for launching startups. This approach has proven its effectiveness and can be scaled to other regions,” said Dmitry Grigorenko.
