“The Far East is not only a territory prioritized for economic development, but unfortunately, it also leads in the number of emergencies in the country. Fires and floods do not bypass us and often occur on the Far East map. Together with all of us, with the help of the Ministry of Emergency Situations and the Ministry for the Development of the Russian Far East, we try to fight these, but in the process of this work, we encounter ridiculous difficulties when our regulatory acts hinder rapid response to emerging natural disasters. For example, this year there have been abnormal snowfalls in Kamchatka. There arose a situation where it was impossible to remove the snow.”According to regulatory acts, snow must be removed to special prepared sites. The entire city was buried under five-meter snowdrifts. I well remember the fires in Yakutia. It was impossible to create exclusion zones in the forest area around the settlement. As a result, the settlement burned down. In Buryatia, a train derailed. It was forbidden to take stones from specially protected areas. These absurdities, which we constantly encounter, I would like to minimize with our joint efforts, and if possible, eliminate these obstacles entirely,” Yuri Trutnev opened the meeting.

MChS, the Ministry for the Development of the Russian Far East, the Ministry of Justice, and other federal executive bodies, as well as the Far Eastern regions, conducted work on analyzing control and supervisory powers exercised in everyday activities and preventing the implementation of measures to prevent and eliminate emergencies, as well as certain provisions of federal legislation.Based on the results of the work carried out, proposals have been prepared for amending certain legislative acts of the Russian Federation aimed at improving the efficiency of the activities of the management bodies and forces of the RSChS in eliminating the consequences of emergencies.

It is proposed to amend the Law of the Russian Federation of February 21, 1992 No. 2395-1 “On Subsoil”, the federal laws of December 21, 1994 No. 68-FZ “On the Protection of the Population and Territories from Natural and Technogenic Emergency Situations”, of November 8, 2007 No. 257-FZ “On Motor Roads and Road Activities in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation”, of December 21, 2021 No. 414-FZ “On the General Principles of the Organization of Public Authority in the Subject of the Russian Federation”, of March 20, 2025 No. 33-FZ “On the General Principles of the Organization of Local Self-Government in a Unified…system of public authority, providing for restrictions on the separate powers of bodies exercising control (supervisory) functions in everyday life, in particular, hindering the conduct of emergency rescue and other urgent work carried out in connection with the elimination of the consequences of emergency situations, during the period of the specified work.

The possibility of conducting a comprehensive audit of the existing regulatory framework in the federal executive authority, as well as the technical regulations, codes of practice, and standards, was discussed. A significant part of these has been formed under different conditions and requires updating in view of modern challenges. The implementation of this task requires joint interagency work.

“Based on the results of the meeting, we agreed that all rights concerning the suspension of actions of certain regulatory acts should be properly granted to the MES. Previously, there were proposals to grant these rights to the relevant federal executive authorities. I think this is unconstructive. Because when an emergency situation begins, the MES will have to knock on the doors of the authorized bodies and ask for permission. Then the work will be slow and bureaucratic.””We made a different decision: to provide the Ministry of Emergency Situations with the ability to suspend technical or other regulatory acts, to codify this in the legislation, and to ensure the safety of citizens of the Russian Federation under any circumstances,” summarized Yuri Trutnev the results of the meeting.
